can teachers lock the doors to all classes because of a tardy sweep.

Schools are given a lot of lee way to control the school premises. Generally, the government wants to give schools the ability to maintain discipline and order at the school to protect the students and further the learning environment.
 
Provided the school is complying with safety codes and regulations, the school probably can justify locking the doors during the tardy sweep (i.e. it furthers the learning environment by stopping tardy students from disrupting class). However, if the doors are kept locked during class, then there might be a concern. 
 
Out of respect and courtesy for your fellow students and teachers, and to stay out of the tardy sweep, it is best to arrive to class on time.
