What is the background story for the Becca Bill?

The Becca Bill is named after Rebecca Hedman. Rebecca ran away from home when she was 12. She lived on the streets, was addicted to crack cocaine and became a prostitute. When she was 13 she was murdered by John Medlock. At the time Washington State Law allowed children over 12 the right to make their own decisions. This law made it difficult for Rebecca's parents to help her. After Rebecca's death her father, Dennis Hedman, wanted to change the law to give parents more control over their children.
