No, Arizona passed a graduated licensing law. All 15, 16 and 17-year olds applying for a graduated driver license on or after July 18, 2000, are affected by the new law, regardless of when they may have applied for an instruction permit Even holders of instructional permits received before July 18, 2000 must hold the instructional permit for a full five months before they can apply for a graduated license.
