In Arizona, a minor child is not specifically prohibited from riding on the back of a motorcycle with a licensed driver whose motorcycle meets certain requirements. In particular the motorcycle must be designed for a passenger, meaning it must have a passenger seat. Moreover, any passenger under 18 MUST wear a helmet.
